The 50 largest-dollar awards (by current net obligations) whose net obligations reached at least twice the first transaction's obligation, with two or more transactions on file. Growth after award is often planned and lawful — option exercises, incremental funding of multi-year work, orders under a vehicle, construction change orders — and this list does not check competition or scope. Each row is a record to read, not a problem; the non-competed subset with a peer-relative threshold is the sole-source & modification creep pattern.
