Why this may be benign · Not every exclusion bars every award: some are limited to one program or agency (nonprocurement exclusions under 2 CFR 180 are a different regime from FAR 9.4 procurement debarment), awards may proceed under a compelling-reason determination (FAR 9.405(a)), and agencies may continue contracts in existence when the contractor was excluded (FAR 9.405-1).
