In FPDS the current description is usually the latest modification's own text ("DE-OBLIGATE UNUSED FUNDS", "EXERCISE OPTION YEAR 2"), so keyword overlap mostly measured data-entry practice, not a change of purpose. It will return when it compares product and service codes across modifications instead.
